HUD CoC Funding

The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

Annually HUD awards these funds to communities through a competitive application process. The St. Louis City CoC invites all previous sub-grantees to apply for renewals and puts out a request for proposals for potential new projects and submits a collaborative application to HUD. 

CoC grants fund the following project types:

  • Permanent Supportive Housing
  • Rapid Rehousing
  • Coordinated Entry
  • Homeless Management Information Systems (HMIS)

The St. Louis City Continuum of Care is responsible for helping to facilitate funding from the US Department of Housing and Urban Development (HUD).  These include HUD Continuum of Care Program Funds (CoC) and HUD Emergency Solutions Grant (ESG) funds.

2022 Unsheltered Homelessness Supplemental NOFO – HUD Deadline October 20th

HUD has issued an unprecedented funding opportunity to CoCs in an effort to make a significant impact on the growing experience of unsheltered homelessness.

The St. Louis CoC and the City of St. Louis Homeless Services Division are preparing for the local competition and development of a comprehensive plan to be submitted to HUD by October 20th
